Resolves Yes if, between now and December 31, 2028, INCOFER or the Government of Costa Rica officially announces that physical construction works have begun on the Greater Metropolitan Area electric passenger train, as confirmed by official statements or major Costa Rican/wire media. Resolves No otherwise. Feasibility studies, design work, tenders or financing alone do not count. President Laura Fernández signed the project's financing law in May 2026.
