Resolves Yes if, by December 31, 2028, the governments of Djibouti and Ethiopia sign an agreement giving Ethiopia ownership, a long-term lease, or exclusive management of a port or dedicated port terminal in Djibouti (such as Tadjourah), as confirmed by either government or major wire services.
