Resolves Yes if, between now and December 31, 2028, Shell, Trinidad's National Gas Company (NGC) or the Government of Trinidad and Tobago announces first commercial gas delivery from the Venezuelan Dragon field to Trinidad and Tobago. Resolves No otherwise. Trinidad's energy ministry has targeted first gas in Q4 2027, but full development still needs a further US OFAC licence.
