Resolves Yes if, by December 31, 2028, the Council of Europe's Committee of Ministers invites Kosovo to join and Kosovo formally becomes a member state (accession completed), as listed by the Council of Europe. Resolves No if membership has not taken effect by the deadline. A PACE recommendation alone does not count.
