Resolves Yes if, by December 31, 2028, the Lesotho Highlands Development Authority (LHDA) or the Trans-Caledon Tunnel Authority announces that water from Phase II (Polihali Dam and transfer tunnel) has begun flowing to South Africa's Vaal system. Resolves No otherwise. Dam completion or impoundment alone does not count. Resolution source: LHDA / TCTA official announcements.
