Resolves Yes if the Government of Senegal prices and issues a new foreign-currency bond on international capital markets (a Eurobond in USD or EUR) between market creation and December 31, 2028. Debt exchanges or restructured bonds issued as part of a debt operation do not count. Senegal agreed a new $2.2 billion IMF program in September 2026 amid a debt crisis. Resolves No otherwise.
