Resolves Yes if any section of the Santo Domingo monorail (the line connecting the Distrito Nacional and Santo Domingo Este) begins commercial passenger service between now and December 31, 2028, as confirmed by the Dominican government or the operator, or by major news reports. Resolves No otherwise. Test runs or ceremonies without regular public service do not count.
