Resolves Yes if, by December 31, 2028, natural gas from Turkmenistan begins regular deliveries into Afghanistan (for example, to Herat) through the TAPI pipeline, as announced by the Government of Turkmenistan, Turkmengaz, Afghan authorities, or major wire services. Construction milestones or test flows without stated delivery to Afghan offtakers do not count. Otherwise resolves No.
